Most sequels hew close to their predecessors, sure, and there are plenty of half-baked or mediocre sequels out there. That doesn't mean that MGS2 is a "remake" of MGS1, though. It's not. It's closer to MGS1 than MGS3 is to MGS2, but the game is wildly different even in terms of basic emphasis. MGS2 is a lot more focused on sneaking than MGS1, the bosses and characters are very different, the environments and accompanying aesthetic are wildly different, there's a similar existentialism to the story but thematically it's quite different, etc. Even the basic sneaking itself is different, with a bigger focus on moving through claustrophobic environments quickly as a check on the first-person aiming. It's far from being a remake.

The entire point MGS2 was making was how most game sequels are shitty, braindead remakes instead of new artistic endeavors that actually move ideas forward or present new gameplay. That's not even fucking ambiguous, it makes a fucking point about how Raiden's simulation of Solid Snake's experiences can never accurately reproduce the same thing again and it's better for him to do his own thing.
