The Kozukis are crap characters ranging from Gary Stus to plot devices, and the fact that them and thier retainers are taking all of the spotlight makes the entire arc shitty since it's hard to give a fuck.
In 60 chapters, the only thaing that happened are Big Mom and Kaido allying, Luffy getting some training so he can reveal a new BS powerup later, and 80% of the rest was dedicated to exposition on how Wano and thr Kozukis are so brave and strong and tragic and on gathering fodder who we know will be irrelevant in the end.
Oda did fuck up, he wanted to write a grand story on Wano but can't because this grand story is just an arc in One Piece. Because of that he had to shove aside all the actual protagonists and give us a bunch of shitty reasons to care about Wano, by wanking it hard, making it the strongest, most relevant island where all the mysterious stuff like Sea Stone and Poneglyphs come from.
In the end that failed for me, and it's no wonder that all of the hype moments were during intermissions that did not happen in Wano and in the flashback when it focused on Roger and Whitebeard.
