I haven't read HxH for years. Is there even a police in the world? Aren't those the hunters? And they obviously had no problem using some spider goon in the hunter exam as well (very beginning of the manga, the guy that looks like frankenstein, although I don't remember if he was a fake)

Police does exist but Hunters aren't bound by normal laws, there's probably billions of people in the world of HxH and only an elite 600-700 people have Hunter licenses, we even saw police try to stop Cheetu in the Chimera ant arc and Light Nostrade mentioned that the Mayor of Yorknew is friends with the mafia Dons which allows the mafia to redirect traffic and control police activity in certain areas as they please.

not only Hunters can play the game, just nen users in general, there are countless nen users in the world of HxH but only a few of them are actually hunters.
Also the number of Hunters is literally stated in the Election arc which was 635 members, however due to the addition of 150 provisional hunters hired for the Dark Continent expedition that number rose to 785.

No problem, I suggest you watch the 2011 Chimera ant adaptation if you're interested, it was really well executed and holds it's place among some of the best arcs I've seen in anime.

I always believed the reason Hunters were given such great benefits was because the Association was a way to identify Nen users. Remember, Nen is scary shit. Any idiot can learn how to control people with about 2-3 years of practice. You give them benefits to encourage them to register themselves so that if they go wrong their information will be available.

The association has the power it does because they answer directly to the V5 and also maintain the largest group of professionals that can get the job done on the planet. The associaton makes lots of contributions not just combat ones going by some of the starred hunters. The Chimera ant's arc basically shows the relationship the HA has with the government, and since the V5 effectively run the world it justifies why having a hunter's license grants so many international perks.

Having all these nen users registered is a side benefit at best. We've seen plenty of formidable pockets of nen users that didn't stem from the hunter's association so if you are capable and can learn it having a license is just more freedom as well as a greater immunity to cause damage. Like how Hisoka just wanted the license to get away with murder more easily and Illumi needed it for a job.

I have a theory that Ging doesn't even have a fucking hatsu. I don't have much evidence and im probably wrong but I believe that Ging hasn't dedicated himself to learning a hatsu so that way he can "practice" others hatsu. He just copies other hatsus he sees but doesn't commit to them and forgets about it. This is made possible because of his talent and personality of thinking outside the box and being a person who's easily distracted. This dumbassery is perfect for someone like Ging

Yeah, for as scattered as Ging looks, the guy is an accomplished Ruin's hunter and proficient enough in nen to just straight up copy certain types of abilities through feel alone. I doubt he would neglect to have his own hatsu, I just think like Biscuit it's not overtly a combat skill and more suited to his profession and interests since he can probably roll most people in a fight through sheer combat experience and application of nen fundamentals.
