not only Hunters can play the game, just nen users in general, there are countless nen users in the world of HxH but only a few of them are actually hunters.
Also the number of Hunters is literally stated in the Election arc which was 635 members, however due to the addition of 150 provisional hunters hired for the Dark Continent expedition that number rose to 785.

No problem, I suggest you watch the 2011 Chimera ant adaptation if you're interested, it was really well executed and holds it's place among some of the best arcs I've seen in anime.

99 doesn't even have the chimera ant arc, I don't see what arguments they're going to try using, maybe manga>2011 ? which is something even I am on the fence about, both are unique and need to be experienced fully.
