It could have been made clearer but Togashi obviously didn't want to focus on regurgitating random information that has been built up through previous arcs and instead focus on the actual fight.

I haven't read HxH for years. Is there even a police in the world? Aren't those the hunters? And they obviously had no problem using some spider goon in the hunter exam as well (very beginning of the manga, the guy that looks like frankenstein, although I don't remember if he was a fake)

Police does exist but Hunters aren't bound by normal laws, there's probably billions of people in the world of HxH and only an elite 600-700 people have Hunter licenses, we even saw police try to stop Cheetu in the Chimera ant arc and Light Nostrade mentioned that the Mayor of Yorknew is friends with the mafia Dons which allows the mafia to redirect traffic and control police activity in certain areas as they please.
