Nazgul were patrolling north of Gondor around the river at the time the ring was passing and would have gone further if the eye spotted eagles coming from the north.
And the eagles would have had to go past or dangerously close to Isengard too, this rules out Rohan probably.
Beyond all this the eagles couldn't carry much or go very far so they would be short on supplies.
