In brazil only qualified people can pump gas, no one can pump their own gas anywhere here, it's a federal law
To pump other people's gas the person must take a course and needs to be working as a gas attendant. You can't take the course and pump it yourself anyway, only the worker can pump for you

In some states they can. In many states, they need a special licence and only qualified people can operate the petrol pumps though.
