Why do people who listen to metal and especially black metal tend to overrate albums so much? Every single year you see a bunch of black metal albums in the top 10 shortly after their release because everyone who listens to that kind of music either rates it #4 or #5. Of course they always have very low numbers of total votes too.

This is very true. Quite a few bands come to mind. I will say right now is simply a good time for black metal and there's a lot of activity in general - good and bad work being produced. The same was true with stoner metal in the 2000s and drone in the early 2010s.
If it seems like there's a disproportionately large number of highly rated BM albums atm - yeah, there are. It's a good time for the style.
