Why? What was happening in rock music in the late 2000s? IMO there was every sign in 2008/09 that rock music was very much on the way out.

The industry pushed colored people over white people. Rock is seen as white people music. Simple explanation really.

I don't think Indie could replace Hip-hop in that way, but other genres could've become more popular in that scene. Latin or something idk
Rap is cheaper to make and sells more than rock, so labels stopped signing rock acts unless they were already huge. Not to mention that tastemakers like pitchfork promotes music that makes you wish rock would die
2007 had 4, maybe 5 good rap albums tops. The fuck are you talking about? It wasn't as bad as 2009 but it was a bad time to be a rap fan still.

Rappers made mixtapes and gave their music away from free and didnt give a shit. They made their money from selling drugs. Rock bands just cant compete with that. They were too late in giving their music away and adapting to streaming and social media.
