In many states, the minimum wage for tipped workers is less than the normal minimum wage. Tips are a major part of their income.
But some states, like CA, tipped employees have a minimum wage that far exceeds federal minimums. I would still tip, but not as high of a % as in other states. Waitstaff getting 30k per year in wages and then getting an additional 30k with tips seems to me to be overpaying them.
So, is $5 on a $65 bill acceptable? Depends where you are.

You should get no tips and your employer should just fucking pay you a real wage. Until the employer takes responsibility, the consumer has not only a right, but an obligation to NOT tip. Tipping service staff that aren't being paid a proper wage just facilitates the bullshit.

of course it varies a bit whether you're an attractive woman or a fat man and also where you actually work - club, hotel, restaurant, bar etc
