Mortality is deaths/(deaths+recovered) not deaths over confirmed cases. However several factors make this a crap shoot right now..
Shortage of widespread testing: many more recoveries than reported and many deaths unreported (not enough tests to test corpses)
Time lag of data: difficult to get real time measurements, must look historically after cases have recovered

Wouldn't that be the same thing, as you have to confirm someone recovered or that they had it in the first place, and wouldn't the both be the case fatality rate, where as mortality rate would be say 21.3 per million?

An accurate mortality date can only be determined if everyone is being tested. A large part of our population, that also isn’t dying from it, is not being tested. Medfag here and at my hospital, providers are not testing or policies for test are very strict. Everyone who is saying 1% or below is more correct than that absurd 7%
