dumbass, I used to be a plumber. City water is often (and in my particular case) supplied by GRAVITY. Ever seen a water tower? The water is slowly pumped up and then gravity maintains "pressure" which is not actually pressure but weight.

It's not magically stopped. China enforced incredibly draconian measures to force people to stay inside and let everyone infected die while they nuked their cities with disinfectant.
