How can i force myself to be more creative and stop being an absolute consumer?
I don't want to just sit and play vidya all day anymore, but if i can't get paid or famous for something it honestly feels no less of a masturbatory activity than videogames to me.
Also, how does one even make music without bothering every single fucking neighbor/parent/other people nearby with the sound? Is using instrument samples on DAWs valid?

Nah literally the opposite. This is actually peak zoomer. I was trying to make a Lego star wars texture pack for minecraft and then decided to make it a gif when I realized you can't put animated textures on an xp orb.

Then you're not gonna make anything. If you don't have the drive to do it regardless of the outcome you won't do it.
That being said you can just use headphones to play instruments. Synths, to my knowledge, pretty much all have headphone jacks. So do guitar or bass amps and all interfaces. You can also use instrument samples but good sample packs are pretty damn huge. And arranging samples in a pianoroll or something similar isn't as intuitive for most people as playing an instrument or even just a midi controller
