Honestly it shouldn't have a height cutoff since unless you're actually a dwarf anything else is arbitrary, I think it should be a bodytype, that kind of mode, like a stocky, thick, muscular build, not necessarily short but that would make it easier to achieve. Even more wiry dudes can pull it off.
