Your maintenance is way lower than 2100 at 170lbs and 6'3". You're not counting your calories correctly, doing a fuckton of cardio, or are one of the freak 0.1% of genetic outliers where "muh genetics" is actually a valid excuse for weight issues.
Whatever you're doing, you clearly need to eat more. Buy a mass gainer if you have trouble putting down more food.

How long have you been eating this way and not gaining weight? If it's over 2 weeks, you might need to start bumping up the calories little by little. 200 more every 2 weeks until you start gaining. You don't want to gain more than a pound a week ever. Half a pound is actually more than enough for your weekly muscle gains.

Look there's really only one reliable thing you can do in this situation and it's simple as fuck, just add a few hundred more calories in, super easy

Well its not like i walk around all day, i walk to and from the store, do errands by bicycle or walking, but other than that and lifting i sit by the PC
