I'll bite.

1,300 kcal a day and low carb, with moderate protein and fat intake.
Cut down on every drink except water.

For exercise, 5 miles for the first three months, then when it gets too easy, add 1 mile per extra month.

Supplement with what you don't get from your diet, so perhaps fish oil or the likes.

90% vegan 10% lean meat

45 minutes of “cardio” per day (walking) for 3 weeks

Week 4 (if he follows his diet and exercise) we do weights and conditioning for a month

After that month we begin to do jog intervals as well as weights for a solid 1 month.

Now we’re at roughly 3 months. So we begin more intense training now, maybe sprints, heavy weights, it really depends if he makes it that far (which I know he wouldn’t)

Caloric deficit

It's impossible to fix him in a healthy way in only one year. That being said, the best approach would be to teach him how to eat in a healthy way to fix his diet with minimal exercises in the first two months. Once he adapts to his new life style start introducing more and more exercises (mainly cardio) until the year finishes. If everything goes according to keikaku, he should lose around 100 pounds or so in the first year which would be the biggest motive for him to continue on the path of the Yas Forums.
