Because people tattoos usualy enjoy showing them off. Most times when seeing/meeting someone tattoos are a conversation starter. It draws attention to someone and or their body, causing an increased chance of said person building confidence. Tattoos become a part of ones personality. Giving a crutch to those socialy inept individuals.
