The Loyalists have better options. Rawbooty would give you a solid, regimented plan that would work well for a while, but would never get updated and thus cause your development to stall out after a while. Rogal Dorn would be the best choice, though, I think. Big focus on functional strength and endurance, but still with an eye for aesthetics. He'd be an uncompromising trainer, but he wouldn't be as married to a rigid schedule as Rowboat, he could adapt it for your needs.

First you have to decide, 30k or 40k? 30k is the tale of the birth of the Imperium, and of demigod primarchs turning on each other and their father. 40k is the nightmare galaxy of war that is a result of 30k. 40k also recently started advancing the plot after something like 20 or 30 years of keeping it one minute before midnight of the year 999. M40. This is a move that has generally been met with mixed opinions.
