Was SF4 as good as it's scene would lead you to believe it would be?

Which was the best edition of sf4? No stun meter? Was focus a good mechanic? Was all the sf2 pandering really necessary? I want to hear your thoughts.

Controls were stiff, too tight. Combos were needlessly difficult, like you could do the same motion at different parts in a combo and it'll work at one and not at the other if that makes any sense. Focus cancelling was ridiculous. Ultras aren't as good as v-triggers.
