God this would've been fucking cool if they actually expanded on this, maybe tied it in to the maverick virus in X or something where Mega Man just starts doing shit blatantly against his programming. These games get so close to actually interesting scifi/robotics tropes like 'what is consciousness' and 'what is free will' and then blows it all on cheap anime drama or goofy shit.

Because as far as I can tell. Willy created the technology and Dr. Light boosted it because he wanted to see if it was legit after the council of elders told him to fuck off but I'm way off on my megaman lore.
