It doesn't ship with an emulator and also has other functionalities, like being able to being a literal fronted to game engines like openlara or that one popular pixel platformer.
They aren't, but it kind of becomes inevitable that some people start asking for and sharing stuff that is considered illegal. You can recommend people to use your own copy of the game like many forums, but everyone knows only a small percentage do it.
A lot of the games they sell can be played for free on emulators, so thats why they consider them piracy

Only if they include BIOS and ROMs/ISOs. A clean room implementation of a console that hasn't been sold in a retail environment for decades is perfectly legal.

everybody knows that most people use emulators for piracy and Valve just don't want to flood their forums with "how to download x for my PS2 emulator?" and "any good websites where I can download zelda roms"?

wow man, thats impresive considering you are programming in assembly. What's your experience on int? I'd like to try it soon.
Unless you're doing x86, it's quite fun.
But i don't recommend MSX/MSX2 if you have big plans like scrolling screens etc because the video chip is pretty iffy and don't do basic things like two screen tiles or sprite flipping.
