Back in the day, the moderation fell onto the people hosting their servers and all the idiots assholes got filtered onto servers that let them be assholes to everyone and the normalfags stayed on their own servers.
Now that the devs maintains a match making server, they have to filter assholes from the game completely since they can't just be banned from that server.

I sometimes start making annoying noises, such as desu-spamming or throat singing just to annoy the toxic players.
Though I often just ignore toxicity and drop a report after the game because annoying noises gets me banned sometimes

I dunno. I get banned from games for throat singing than throwing games intentionally.
Threw games for 5 seasons for fun in OW and never got any bans from it.

banning for leaving is a bad idea, unless you want to implement draconian spyware to make sure it's justified. I'd say the 15 minute debuff in WoW, ''deserter'' is a good one. People hand picking matches get punished and people that got to go away don't.

It was silly as teammates raged and I just said "Sorry, I am new to the game" with silver borders. Then they raged some more and I reported them, getting notifications that they get punished. Just because I throw.

No, I am that diamond to bronze account. I just got bored from the meta changes and reworks that Symmetra got so me and my sis deranked and bullied bronzes. We first thought we were gonna get banned in like a week or two, but we never got banned. We started even collecting cards for fun while in Bronze but that got boring too. We just reported and got people who got angry at us banned by reporting them while we threw games and disconnected.
It makes no sense.

I just stopped playing LoL because the playerbase is absolute poison. Unless you play perfectly they start bitching and even reporting you for "intentionally feeding" AKA losing your lane. Didn't need that in my life.
My advice is just go play a different game with less pricks in it.

Deranking is, but unless you do it like afking or announcing that you are going to derank or lose on purpose, you won't get punished.
For example, if you just run towards enemy while holding mouse 1(Which starts working in bronze so you gotta miss on purpose) you won't get banned.
Deranking is against the rules, even with 6-man premade. But if you just say "I am not good at this game/I am doing my best, sorry :(" while you throw yourself at the enemies, you won't get banned. If someone flames you, you can report them and get them punished while you walk free to throw more games and deranking.
