I can very easily see this being true. Laidlaw wanted to further the Half-Life lore and felt in this instance, story should come first but the game designers wanted the game design to dictate the story.
Valve needs to stop giving a shit about leaks. They have a massive leaking problem so that's a losing battle right there. Tyler had dozens of Half-Life Alyx builds dating back to 2016.

Episode 3 was being done by Valve and the plan was to outsource (haha i am smart) episode 4. So Arkane and Junction Point both came up with pitches that were part of the leak. We've known about episode 4 for a while but now we have the actual data.
