I believe you're misunderstanding the idea of Source SDKs and the source code. As stated before, the utility of source code is that it can be used to change everything from the ground up or create something from scratch. SDKs, console commands, and mods can only get you so far.

Imagine you get the blueprints, schedules, and access codes for a bank or something. With this information in hand, you can case the joint very precisely in order to pull off a big heist with little to no inconveniences. In the context of source codes, it means that pretty much anyone can do anything with the program in question: mods, exploits, cheats, scripts... the works, really Really, it shouldn't be too hard to figure out why this is a masiive issue, since they could even inject malware into your PCs (not some funny CCP haha bullshit malware, I mean some serious shit that will render your computer unusable and/or send data to hackers without you knowing shit unless you're constantly monitoring your network or some shit)

I can very easily see this being true. Laidlaw wanted to further the Half-Life lore and felt in this instance, story should come first but the game designers wanted the game design to dictate the story.
Valve needs to stop giving a shit about leaks. They have a massive leaking problem so that's a losing battle right there. Tyler had dozens of Half-Life Alyx builds dating back to 2016.

Episode 3 was being done by Valve and the plan was to outsource (haha i am smart) episode 4. So Arkane and Junction Point both came up with pitches that were part of the leak. We've known about episode 4 for a while but now we have the actual data.
