It's like you completely ignored the part where he told Barret he was full of shit. President Shinra is an asshole and absolutely not a morally grey character, you can't really do that to a guy who destroys not one but two residential sectors for very little payoff for him.
But in Remake in particular he serves to expose Barret's hypocrisy to himself, which is a pretty strong addition to "Shit president Shinra actually does."
The fact that it happens because somehow he's hanging off the edge of the building is really goddamn stupid, but so is a lot of stuff.
