It's like you completely ignored the part where he told Barret he was full of shit. President Shinra is an asshole and absolutely not a morally grey character, you can't really do that to a guy who destroys not one but two residential sectors for very little payoff for him.
But in Remake in particular he serves to expose Barret's hypocrisy to himself, which is a pretty strong addition to "Shit president Shinra actually does."
