There are annoying shit old turn base games do like random encounters and some turn base games are absolutely ass.
But its not outdated and there are popular games that are still turn base including pokemon, dragon quest, persona, etc...
They are usually chill to play.
Personae 5 is turned based and was very successful for anime game standards
Biggest advantage is that their gameplay is practically immune to negative effects from network latency.

One advantage is that its simpler to make, whilst still being potentially fun
As the other user said pokemon style where you're just mashing one attack over and over isn't fun. But if you actually design a complex turned based battle system with fun moves and strategies involved, it can be a way for smaller/indie devs to make a fun RPG if they don't have the resources to program and/or animate real time combat
I wouldn't consider persona turned based, since you can throw out multiple commands at real time with instant feedback for each command you entered
