keep your ram and buy a ryzen processor, re use the ram for it and then see if you can get a used 1070 for under 200 bucks and you should be set for 1080p60 for a few years yet. hell, get a cheap 144hz monitor if you want to take advantage of that 1070 in lesser demanding titles like cod modern warfare, battlefield etc where you'd hit over 100 fps on high settings.

Any specific 1070 in mind? I'd probably just buy new, don't want the hassle and shit.

1070 is the last gen nvidia cards hence why it's so cheap now but performance is roughly on par with an rtx 1660 ti whilst having more ram (8gb vs 6gb). if you're buying new you may as well wait for the next gen nvidia cards dropping at the end of the year because they'll be up to standard with next gen features which the consoles will have. if you're looking for a cheap upgrade on a budget the used 1070-1080 is the way to go.

If you're going to buy new, you're better off going with a newer GPU. Either get an RTX 2060 super or wait and see what Nvidia or AMD releases next.
In its current state, ray tracing is a meme, but AI upscaling is advancing quickly, like Nvidia's DLSS. Only works on RTX currently, hopefully AMD comes up with an answer to it too.
