Character death must be done with a purpose. It's not about just killing a character, it's about changing the dynamic of the plot/ world/ whatever in a meaningful way. Using your example GoT Ned's death was a good thing not only because it moved the plot along but it forced the Stark children into action since they lost their primary bastion of protection. In the case of FF7 Aeris's death was shocking not only because killing a player character but also because out of everyone in the group she deserved it the least. In a crew of literal terrorists, Shinra employees, and a thief the only one who could be called morally good was Aeris and maybe Red XIII. And her death wasn't meaningless since future events hinge on her dying.

Which is partially why I cringe wherever I hear some smooth brain clamor about how Aeris should be allowed to live even though the mechanics of the world are built around death not being the end of life.

Also how the PHS has 6 slots in it and after Aeris's death the game never rearranges itself for 5 slots. That hole where Aeris used to be will always be there
