Memes aside every city in America has a SWAT team, pic related is from Springfield, Missouri, which is supposedly the city Raccoon City is based off of. In small towns they're not full-time, they're just regular people/police officers that get called into SWAT duty when necessary.

Devs can never decide on the size of raccoon city. It changes every few games. Originally it was all 3-4 story buildings, looked kinda old and red brick industrial. Quite a small place. Now it’s a huge metropolis.
I always took it that it was a small shitty rust belt town, but because of umbrella and their refactor control of the town, it had a bunch of specialist police and various other quirks. Raccoon city is one of those places that has one major employer, and that employer reaches into every aspect of the lives of those who live there. It’s like Springfield nuclear power plant.

I always felt like Raccoon City was more like Billings. Pretty big, probably one of the bigger cities in the state, but still absolutely nothing compared to ACTUALLY well-populated cities. Anywhere outside of downtown would be either country roads or tightly-packed residential housing.
I would absolutely not want to be in the Raccoon suburbs when the outbreak broke out.
You don't need a collection of former Tier 1 operators to do this. STARS were meant to be the RPD's own little HRT or GIGN.

I lived there for 2 years of my life, so i can confirm that they look similar in alot of ways. Of course, i'm referring to how RC used to look in OG RE2 and 3. Pic related.
