Why does a mid-size town in bumfuck middle America have a dedicated elite special tactics police squad?

Memes aside every city in America has a SWAT team, pic related is from Springfield, Missouri, which is supposedly the city Raccoon City is based off of. In small towns they're not full-time, they're just regular people/police officers that get called into SWAT duty when necessary.

Devs can never decide on the size of raccoon city. It changes every few games. Originally it was all 3-4 story buildings, looked kinda old and red brick industrial. Quite a small place. Now it’s a huge metropolis.

I always took it that it was a small shitty rust belt town, but because of umbrella and their refactor control of the town, it had a bunch of specialist police and various other quirks. Raccoon city is one of those places that has one major employer, and that employer reaches into every aspect of the lives of those who live there. It’s like Springfield nuclear power plant.

I always felt like Raccoon City was more like Billings. Pretty big, probably one of the bigger cities in the state, but still absolutely nothing compared to ACTUALLY well-populated cities. Anywhere outside of downtown would be either country roads or tightly-packed residential housing.

I would absolutely not want to be in the Raccoon suburbs when the outbreak broke out.

You don't need a collection of former Tier 1 operators to do this. STARS were meant to be the RPD's own little HRT or GIGN.

saw a theory once that RC was based on Springfield, Missouri.

I lived there for 2 years of my life, so i can confirm that they look similar in alot of ways. Of course, i'm referring to how RC used to look in OG RE2 and 3. Pic related.

they are not so dedicated. In RE1 there were like.. maybe 7 Stars members going to the mansion.. including a woman, Jill.

you think they are that good? also, they might be good, but for a mid-size city like Raccoon, they dont have or need many police officers, so even if Stars are really good, there are not many members of them, exactly cuz the city is small.

And having few Stars members is bad for Stars themselves, you see in RE1,RE2,RE3 how few Stars there are. Few. and they died a lot. In the end, the game lore would be much more easy to solve the zombie problems with a massive amount of Stars officers, but there are few of them.

Also, Leon and Claire came from another city to Raccoon, still they are Stars. Where are they from? Where did Stars train their soldiers? Another City? So Stars is a special soldier force for the whole state county instead of just a city?

Wesker hand picked every S.T.A.R.S operative. Chris was ex Airforce who was discharged dishonourably for punching his SO in the face and going back to save his partner. Jill was part of Delta Force. Barry was Ex SWAT and Wesker himself is an Umbrella scientist put there to undermine any attempts against Umbrella.

Jill not being in six was an actual crime. That game was a terrible resident evil game but i still wish jill was in it.
