You're thinking about this from the wrong direction. It's not about whether they're justified or not.

It's a perfectly valid decision but it's one that needs to be done from the start. There'd be nothing wrong with that. If Bethesda releases a base un-moddable ES6 for $60 or whatever, and then also releases the ES6 Creation Kit DLC for $20 which will allow you to create and use mods, that's fine. They'd need to determine whether removing that feature from the game and selling it separately would be a net loss (either financially or in public good-will. Not that Bethesda has much good will nowadays).

The current widely accepted model for modifiable games is that the ability to mod and use mods people have made for the game is a feature they don't need to additionally pay for. It's included with the game and is a reason to purchase the game. Games like Noita, or Cortex Command, or Slay the Spire use it as an incentive to purchase. The only thing wrong with how Skyrim did it (as opposed to say, TF2) was that they tried to do paid mods after the fact.

I'm not talking about the ability to make or use mods to begin with, I'm talking about trying to charge people to download and use your mods.
If mod creators can charge for access to their mods, then the devs should be getting a cut of that, because said mod relies on their IP to function at all.

Oh, well then if the creators of the game aren't charging for mod access and haven't put any explicit restrictions on the sale of moddable content then they've opted out of the discussion themselves. The only reason someone would be obligated, morally or otherwise, to give a cut to the devs is if the developer includes a licensing agreement that says so. If they're particularly savvy they'll also include wanting a percentage for people who have mods locked behind subscription-based payments like patreon.

The devs could get a cut if they wanted to, but so far nobody but Valve has opted to do so successfully.
