Beyond scalping a ps5 I really dont see why anyone would buy the first wave. From all the stuff that's trickeled out like those reports from Bloomberg it seems like sony just focused on shoving some consoles out this year to compete with Microsoft during the holiday season and then will scramble to make more. by the looks of the specs, it will have trouble running games with ray tracing at 4k-60fps, xbox will also have everything that comes out on PC, but it will be the console that runs them best

No, it makes more sense to develop the game for the weaker console because the stronger one can more easily accommodate the port with less effort on optimization.
Even if you're right it won't matter. Any game that matters will be on the PS5 along with a vast majority of exclusives. Xbox One X being stronger didn't stop the PS4 Pro from being the definitive 8th gen console and the PS5 will become the definitive 9th gen console, only to be unseated by a PS5 Pro, if it ever happens.
PS3 was just bad management on the tech side. It reminded me of Itanium where they forgot to check if anyone could actually use the hardware before going all-in on it.
