Licensed games have an additional criteria of being judged based on how well they represent their parent franchise. The Simpson's for example have plenty of video games throught the ages. While Bart's Nightmare is an incredibly bad game, it's entertaining that it presents as a piece of Simpsons media. Simpsons Hit and Run, however, will give 2 different experiences based on familiarity with the Simpsons. Someome unfamiliar would find a half decent albeit somewhat repetitive and simple GTA clone, but a Simpsons fan would adore not only the attention to detail put into reconstructing the world of Springfield but also throwing each of these characters into scenarios that fit them perfectly as if they're watching another episode.
DBZ Kakarot is said to be filled with busywork and filler yet it's got so much DBZ universe shit in it. They put Launch in it, fucking Launch.
