Games more focused on survival that make ammo scarce would be ruined if you did that. And in action fps games you'd just end up using the best weapon all the time, why the fuck would you ever switch to an assault rifle when your bazooka has unlimited ammo? I guess you could take the fistful of frags approach and have reload times limit powerful weapons, but then players are just gonna sit in the corner reloading their shit all the time.
