I hardly consider Skyrim a game, it's more of a modding platform. Even with mods, I'd generally rather play Witcher, but without mods, it's not even a debate.
The verisimilitude in particular, something all open world games advertise themselves with, is a stark contrast. Novigrad feels like a city, Whiterun is smaller than my house. Bethesda used to get away with this by saying each character was "deeper", but are they really? The repetitive three barks that Novigrad randomly generated NPCs have is roughly the same amount as you get from most NPCs in Whiterun. The only real characters in Skyrim are 2D projections that people have memed personality onto, like Nazeem.
If CDPR does another open world game, with that setting, but gives it a character creator and class system, they're going to eat Bethesda's lunch. I don't know of anybody that is happy with Bethesda games in their vanilla state, it's just that nobody else is really in that same space.

Skyrim came out in 2011 and you can replay it thousand and thousand of times. Witcher 3 has no replay value since the choices you have are extremely small and petty af.

It's not, Skyrim is actually fun and has lots of things to do, your entire playthrough can be different if you join the Volkihar or Dawnguard, Stormcloaks or Imperials, if you join all factions or just one, if you play as Werewolf or Vampire, etc.
In Witcher 3 everything is the same but the two next dialogues after you make a choice.

Skyrim's quests are pretty piss-poor. Great Oblivion questlines like the Thieve's Guild, Dark Brotherhood didn't have any "choices" in the plot but they were well done. Skyrim has the same linear, uncompromising plot but with a third of the content and satisfaction.
Witcher gives you some satisfying choices, or you resent the choices you make, even if never see those characters again.

I always go for the unlimited inventory, no weapon degradation and cant remember the name of it, but it displays all the markers on the map at all times. Also if by chance you install the fast travel from anywhere mod, be aware that it can break quite a few important quests, i had to start over after playing for 50 hours because of it

Bro... everything ends up the same. The only big change, is, at best, the romance option and ending.
Who's ruler of Skelliege? a 5 minutes cutscene, it's never shown again.
What ending of Blood and Wine? Literally doesn't matter, a 3 minute cutscene.
What did you do with the Baron? Who cares, he disappears of the game anyway, he either kills himself or goes away.
Killing Radovid? Doesn't matter, you only get an image slider in the epilogue and that's it.
Literally the only game changing choice is which ending you get because it determines the main quest of the end, but that's it.
Skyrim has you choose between entire factions. Sure, small choices like Ralof or Hadvar doesn't matter, same as in Witcher 3 it doesn't matter if you let the werewolf live or you allow him to kill the woman who mudered his wife and tried to seduce him.
No game is perfect but jesus christ don't delude yourself like that, Witcher Circlejerk is sooo 2018.

Skyrim does have better variety. You get a bow less fettered magic with ice/electricity.
Melee combat in Witcher 3 is far superior though. Only thing of serious control note in Skyrim is "shield bash" and "hold down attack button for big attack." Witcher 3 has better feeling heavy attacks on their own button, spin to win, actual dodging (without being cumbersomely modded in), and much more interesting alchemy playing into combat.
I preferred the Witcher 2 where you actually had to drink potions before combat, because that makes sense. You need two hands to uncork that vial and it takes forty seconds to hit you.
