I've seen this reported on the official forums, and a moderator has relayed it to the dev team.
If Tengri wills it, it will be fixed in the next patch.
If you have an earlier save however you might just want to do that.

Holy shit i just fixed it, so apparently adding like 200+ troops to my party and sending them to attack resolves the issue for some reason. If any other user has this problem well there's the fix. I wonder what the fuck could even be causing this bug.
