Overrated as all living fuck if you ask me.
Once you experience the first few times you can influence the story with your dialog choices and skill/special checks, you've seen everything the game's got to offer. It looks like shit, it plays like shit and it flows like shit.
There's no build variation, no playstyle, no way to express yourself via the way you play, the only way your characters will differ is based on your dialog choices. Level design is fucking awful, especially interiors will give you brain cancer moving from one browngrey corridor to the next, with some scuffed lighting limited by the engine to give a little flavor to the walls. The shooting mechanics are pure fucking ass.
Every part of the game outside the DLC just reeks of cut content due to engine constraints. LE WACKY XD reddit quip humor is meh at best, only excusable because they did it before it was cool; it doesn't fit the setting but it does fit the type of game they were going with if black humor is your thing. For me it worked 'cause I like that type of thing.
Factions are done well and the karma/affiliation system is also pretty nice. The game doesn't gate content behind choices to simulate negative dialog consequence like Bioware's RPGs, and it actually has effect&cause unlike bethesda's fallouts.
After all these years it's now pretty cheap so a purchase is of good value but if I'd paid full price back then I'd be pretty pissed. Honestly the most fun part of F:NV for me was never the game itself, it was the hilarious banter I'd have with buddies when comparing our playthroughs.
