Because it's always been linear. Gman has never been a fucking time traveller, he simply takes people like Gordon, Adrian, and Alyx and places them in stasis for later use. Gordon was literally blacked out in stasis for 20 years, with it only having seemed instantaneous because he was the one knocked out.

In Ep2 he straight up tells you that he had no real plan for Alyx when he saved her from Black Mesa, and he simply considered her an investment that found use later on. He also had to defend his decision to powers that are even greater than him. which he wouldn't if he knew who she'd be later on. This means he and whatever forces that are above even him, are not omniscient, and they work in a linear fashion. They're not fucking timelords or even vortigaunts in that regard. They're just influencers
