The real answer is thus: you bribe/threaten a suitable border country into accepting those refugees and then provide funding/support for camps for them.
Then, as numbers swell and conditions within those camps worsen, you start to cut funding.
Eventually, violent groups within the migrant population will start organizing, at which point you cut funding entirely and designate the entire population as a terrorist threat.
The host country is left dealing with all the bullshit from IEDs, stabbings and general violence and you have free reign to shoot/block any movement over the border.
