I think you need to play DMC1 again, and don't skip the cutscenes. Same with DMC3. Nelo Angelo is technically a rival fight in the sense that he's a recurring boss, but his personality and role in the story are far less developed than Vergil's, or Jeanne's. And he's not even the sole recurring boss in DMC1, he's one of four. He's not a "rival" in the same sense Vergil is, where the whole game is defined around Dante's encounters with him.

Bayonetta's combat has more in common with Ninja Gaiden than it does with DMC3. The combat systems are nothing alike other than being able to jump cancel which was something in DMC1 albeit restricted to the Shotgun.

DMC3 and DMC1's stories are trying to accomplish two different things. The way Jeanne is presented has more in common with Nelo Angelo than she does with Vergil as Bayonetta confrontation with Jeanne isn't the core of Bayonetta's story.

It's clear Nelo has a personal connection to Dante from the second cutscene he appears in. Just because he doesn't talk, doesn't mean it wasn't a big deal any time he appeared. You're going through some serious mental gymnastics to avoid putting the same label on him as Vergil.

You're using structure/presentation/story interchangeably. The structure of Nelo Angelo and Jeanne are similar in a literal gameplay sense. The presentation and story could not be more different. Jeanne exists as a character outside of her fights, she has a strong personality and is important to the plot.
Play through DMC1 and DMC3's stories again. I shouldn't have to explain the obvious differences of a mute character whose relevance is contained to his fights vs the main antagonist of the game who is the driving factor of the plot and the protagonist's central motivation. If anything you are retroactively giving Nelo Angelo more importance because of DMC3.
