America in particular was engineering some biological horrors to fight the war, before the apocalypse happened and that technology fell into equally wrong hands.
A century or two later and the people of post-apocalyptic America are still waging giant wars against each other over resources and ideologies despite the fact that the whole reason this whole apocalypse happened was because of that, making the phrase 'War never changes' in the series significant
