It's the same at the core. Keep hitting it to build up the stagger bar, once it pops lay on the fat damage. Now there is an added pressure mechanic making the enemy stop in its tracks and stagger builds up more quickly.

But it does. Cloud's focus thrust brings up stagger faster, as does Barret casting Thunder. In XIII it was just making sure you got a commando hit in so the stagger bar slowed down then spamming ravager til the bar filled up.

and spamming the same repetitive attack is always a clear way to identify a subpar quality action game.
