Clouds new attack animations look unsatisfying and wonky. you can't even do no damage boss fights because the mechanics suck and the partner system is a liability.

It's the same at the core. Keep hitting it to build up the stagger bar, once it pops lay on the fat damage. Now there is an added pressure mechanic making the enemy stop in its tracks and stagger builds up more quickly.

But it does. Cloud's focus thrust brings up stagger faster, as does Barret casting Thunder. In XIII it was just making sure you got a commando hit in so the stagger bar slowed down then spamming ravager til the bar filled up.
