It's probably called something else in the West, but we only know what the East-Germans did to dissidents and what they called it, since the commies lost the cold war.
That one side is much better than the other in a cold war, is too naive to buy into, but I do suspect that the West were better at it, since the oppression here was/is largely outsourced, so it does not look like the Western regimes are behind it.
It's clear that players like hope not hate and similar work for the government though, since they are fed information from glowniggers, and they are never prosecuted for their crimes.
A good thing with the Assange case,in all the bad things, is that we got to see how far the Western regimes were willing to go to destroy a man.

So we have the mix between fact and fiction, that the glowniggers like to use to cause division.
Cantwell is another example from the USA, of a guy that got fucked hard by the glowniggers with the mix of facts and fakes.

In the US the most similar program revealed is CoIntelPro ran by the FBI (acknowledged to have existed in the post war years until the mid 70's) but I doubt it was as advanced a technique as Zersetzung. The FBI especially in the 70's-90's were better known for electronic surveillance, undercover operatives and informants, and a gung ho mode of operations.
In Britain there is the Special Branch of the police and the MI5 who operate against dissidents.
Special Branch have had former operatives go forward with accusations of mishandling undercover operations and corruptions but that would suggest similar tactics to the FBI. However thats the Specials Branch techniques from the 80's/90's.
MI5 tactics have never been fully revealed.
