Because cities are essentially architectural communism. Look around the city and you'll see almost everything is a "public good" or paid for by rich merchants and inhabited by bugmen. With all of the free shit they "share", who would blame them for wanting more? They're so addicted to rich people giving them things that if the gibs stop flowing they vote for the government to take it by force.
