You're allowed to implement commerce. The point is that the means of production is owned by the community, thus it is called COMMUNism. This is opposed to a system where wealth is extorted from the workers by claiming the means of production as capital, this CAPITALism.
The ideal way to make money and be rich in communism is to work the hardest and smartest. In capitalism it is to own the most capital.
What is wrong with a system that rewards effort?

Well you had to come up with half the money. So for example a car would cost $10,000. You'd need about $5-6000. But that car was so nigger rigged, it's only worth about $2000. Then you have a tax that IS the value of the car, plus repairs, and regulated equipment like emissions stickers and such, you actually pay $25,000 out of your own pocket. But hey, ole gov gave you half the money.

As opposed to a system where you need to pay 5,000 for a car worth 2,000 and then also pay all additional costs. except all that money hoes towards some assholes seventh holiday mansion rather than the government that will use it to build schools, roads and hospitals.

All my vehicles have needed work except my most recent vehicle. My first one was a 1999 Oldsmobile Intrigue I got for $800 it was my highschool car. I "Upgraded" to a 2001 Buick Park Avenue (still best speakers of any vehicle I've owned) in college and it lasted me 7 years(still have it it,s in my garage and needs transmission work), I bought it for $1,000. my current vehicle is a silverado I bought for $4,000 only problem it has is a little rust, but I live in the midwest so rust is unavoidable on a vehicle that old the mileage on it is crazy low for how old it is though.
I'm not even the best mechanic. I just know the basics, and my brother in law is a really good mechanic so I can get his help. But generally I just used YouTube videos for anything more complicated than changing the brake pads and disks. The internet is an amazing resource.

Money is just medium of exchange(basically to avoid a problem when you're trying to buy bread for tractor tires), effectively most things you could buy from the state cost very, very little in relation to what you've earned. This led to people buying stuff whenever they were out, so they've introduced rationing. For low-supply goods, like cars or flats, instead of rations you've had more or less queues, which is were multi-year deal(there were of course exceptions). Now they didn't ban reselling of goods. If you've had used car that you didn't need, then keeping it for yourself would be antithetical for communists, but at the same time due to scarcity just plain and simply taking them away(not to mention that establishing when "you don't use it very much" is always going to end with people who think they were victimised) would be extremely unpopular, so you were allowed to sell them at the price you've find satisfying.
As the new cars were price fixed and their price didn't at all reflect their value(just so the party could brag that their citizens can buy more cars for the money they earn), the 2nd hand actually did and boy the prices were crazy. This btw. also applied to farming equipment, for the countries where farming wasn't completely collectivised.

Also as for the money and personal property stuff - if you didn't read mememasters and dumb Seattlelites talking about communism but more "applicational" marxists you'd notice that for them property and possession are different, that is you can own a car or a watch, or even small farm(depending on how much do they stretch it) but you can't own a factory, in their understanding if you needed to hire someone to do work with an you owned then that was property which was to be abolished, more or less. Money itself was a controversial topic but eventually communists settled on quasi MMT version of the origins of it and kept it to function as medium of exchange.
