I don't get why billionaires would want only 500million people though. 500million is so few. That means there is a square kilometre for each human on earth. The planet could support that many people through hunter/gathering type living. People would have fuck all incentive to work in the system and pay 40% of it to the government/leaders when they could just work for themselves and keep 100% of their labour/efforts, essentially they can either have 40% free time or 40% more wealth built up than being bogged down by the system and taxes.
