AKs are great weapons. The stamped AKM might be more on the garbage side but even those can be pretty good. There's no doubt that a SAM7SF from arsenal will compete with any AR. Although 5.56 is better for armor piercing. You could get an AK in 5.45 (AK-74) and you'd have the same capability but with AK action.

I think as long as you've passed a free instructional course funded by the state or certain non-profit orginizations teaching you use and safety of firearms you should be able to carry any firearm you want.

Only fuckwits care if a rifle works after jamming a pound of mud into it. The design it would take to function like this would have extremely loose parts with extremely hard plating on every single piece, extremely strong springs, and a very strong hammer. A few guns were over engineered that way but it says very little about a typical rifle. A lot of 10/10 weapons fail this, it is a stupid benchmark.

Navy seals, if expecting mud, may use va variant of their normal weapons with stronger springs, looser tolerances, and such. It's not actually hard to design for but it would generally lower speed and accuracy most of the time since the mods are the opposite of your typical 3 gun mods. Conversely, I bet most 3-gun weapons fail this miserably. Since you know based on size of gaps and strength of springs, it is actually a pointless benchmark.
