The Gauls weren't German they were Celts, but Celts were very similar to Germanic tribes. They were like an earlier wave of tribes. Rome conquers them, the Franks conquer what is formerly Roman Gaul. I guess that evens out to more or less "German."

What is France now was ruled by Franks but the population was not replaced by them, France then (as now) was gallo-roman with some germanic in the north. The Franks mainly settled in what is today the Southern Netherlands and Flanders.
