Because the north-east of France by the Rhine and Germany obviously were never two completely different peoples, even before Franks. Even Caesar reports multiple crossings and settling by Germanics in that region. When Franks got there, they probably intermixed with people that were already little different from them. It's not that French and Germans are the same, rather there is one cluster that is shared by the two countries, even though not all of the natives are part of it i.e west/SW Frenchmen are not part of this cluster, neither are Bretons, neither are Provencals. And obviously neither are east Germans.
